What comes first for police?

I was on the interstate and I saw a state trooper on the side of the road, a car ped him speeding and he turned on his lights. I saw not too far from him a person needed help with their car and tires, I felt this was very very terrible. Shouldn't police help the public instead of making another ones life harder by pulling them over?
